The primary applicant and any dependents must also have a spotless personal history free of any criminal convictions in addition to meeting one of the aforementioned investment requirements. The government agency in charge of handling and reviewing each application as well as carrying out stringent due diligence checks is the Citizenship-by-Investment Unit (CIU).

If a potential citizen is found to pose a danger to national security, reputation, or is under criminal investigation, they will not be granted citizenship. The same applies if they have been refused a visa to a nation with which Dominica has a visa-free travel agreement.
